A photo of the movement would confirm my opinion that this is a Swiss bar movement imitation of M.I. Tobias. Mike

With the winding and setting arbors being on the back of the movement this will be a Swiss bar movement and likely a low grade ebauche. any Tobias fusee would have a fixed dust lid with only one hole for the wind arbor.

Mr. Wolf,

While I agree this particular watch being discussed is Swiss, Your full plate statement is incorrect. M.I.Tobias made 1/2 and 3/4 plate fusee's.. They are known as Lord St. grade and are ususally a higher grade..thay are finished as well as the full plate and many times better.. Made mainly during the 1830's.. All that I have seen are in Gold cases with either English or American hallmarks..a couple of examples follow..

Thanks for the photos and additional info John, your right, I haven't seen a nice York grade Tobias in a while and forgot about them. Also, since these are almost always cased in gold (as you mentioned) I am still fairly sure the silver cased one in question will turn out to be a Swiss bar movement.
