I've thought about this too, and wondered why they'd even bother to skeletonize-punch the steel plates, since steel was so cheap. The only reason I can think of was to make planting the train easier. But I'd bet they just used the same punches, despite the problems, especially the wear to the dies. They obviously weren't thinking about the future, since they must have known that steel pivots in steel plates was a bad idea.
